The revelations by Edward Snowden and subsequent inquiries have highlighted a gap between increasingly transnational, technically sophisticated surveillance practices and largely national, often poorly equipped oversight mechanisms. While this continuum is studied in ongoing research, it contains essential <em>value assumptions<\/em> and <em>ethical consequences<\/em> that have remained largely under-studied, with significant consequences for both European policy and law-making in further security practices. It is the aim of the project to fill this lacuna by supplementing the current state-of-the art research on the continuum with an ethical and value-oriented analysis. The project involved 23 universities and research institutes across Europe for a period of five years. Given the importance of liberty and security as values both within Europe and beyond, the project considered a wide array of trends, situations, institutions and debates over competing principles and legal norms. A large number of books, articles and policy briefs have been published within the framework of the project.<\/span><\/p><\/div><\/div><\/div><div class=\"ea-card sp-ea-single\"><h3 class=\"ea-header\"><a class=\"collapsed\" id=\"ea-header-7544\" role=\"button\" data-sptoggle=\"spcollapse\" data-sptarget=\"#collapse7544\" aria-controls=\"collapse7544\" href=\"#\" aria-expanded=\"false\" tabindex=\"0\"><i aria-hidden=\"true\" role=\"presentation\" class=\"ea-expand-icon eap-icon-ea-expand-plus\"><\/i> ELISE 2002-2004<\/a><\/h3><div class=\"sp-collapse spcollapse \" id=\"collapse7544\" data-parent=\"#sp-ea-754\" role=\"region\" aria-labelledby=\"ea-header-7544\"> <div class=\"ea-body\"><p class=\"c-header-project__title\" style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;color: #000000;font-size: 12pt\">European liberty and security: security issues, social cohesion and institutional development of the european union<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">The ELISE project \u2013 European Liberty and Security: Security Issues, Social Cohesion and <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">Institutional Development of the European Union (EU) \u2013aimed at developing adequate <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">conceptual tools for a better understanding of security issues in modern <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">European societies, while at the same time providing a framework for policy <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">responses to future crises which do not undermine civil liberties, human rights <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">and social cohesion. To achieve this, ELISE has proceeded in three complementary <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">directions. First, it has sought to develop a better and more comprehensive <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">understanding of contemporary security challenges. Second, it has sought to develop a <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">detailed account of the development of security policies at both the national and EU <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">levels \u2013 especially in the aftermath of events such as those of 11 September 2001 \u2013 and <\/span><span style=\"font-family: tahoma, arial, helvetica, sans-serif;font-size: 12pt\">of their impact on EU societies and their cohesion.
